How do you get to Sunnyshore City on Pokemon Diamond?

I am playing Pokemon Diamond on my Nintendo DS and I am trying to get to Sunnyshore City. How do I get past the guy who is standing guard saying the road is closed?How do you get to Sunnyshore City on Pokemon Diamond?

After getting Dialga, we can finally go to Sunyshore City and the 8th Gym.

Something I forgot to say is that, you can now battle Uxie, Mesprit %26amp; Azelf at the lakes.
