Absolutely!
There are 2 ways to improve the clarity of a diamond without having to recut it.
One is called fracture filling. It actually uses a process to fill the feathers (breaks) in a diamond to be much less noticeable.
The other is called laser drilling, which I think your mother's diamond would be suitable, is a technique that uses a laser to actually burn out the inclusion.

No, it is not possible unless you have the stone recut. Then you can cut out the inclusion, but you will have a smaller stone. Smaller stones are worth much less. So it is probably not a good idea.
