technically there are "game specific pokemon" so, there are some pokemon that can only be caught in peral, and some that can only be caught in diamond. You could go to this place in rustboro called "GTS" and offer up a pokemon of you own to trade somebody across the world for a palkia...
you can catch dialga, tho... on that place off mt. coronet...

|||sorry but i think that palkia can't be caught in diamond. i've finished it, been every where, caught pokemon i saw and have a black trainer card.
but there is no way that it could be caught in "diamond" without modding the game.
there are other ways of getting palkia though
you can either:
trade using wifi: some where in the story line you see palkia as a picture and then it will be on your pokedex with no reading
trade with friends: get a friend to trade it to you
Action Replay/gameshark: you can use codes to get what pokemon you want.....but costs money and your account will be stripped off wifi if you use it and it screws up the game.....
but its like sapphire and ruby you can't get groudon in sapphire unless you trade.
